To Transition-based workflow, transition id is necessory and nextStatus can be omitted(set to be 0). But there is one exception, If perform power-edit action, nextStatus is necessory and transitionid should be omitted(set to be 0). To State-based workflow, transitionid should be omitted(set to be 0).
